I've encountered issues with GTA 5 not downloading properly. Often it shows up at about 35 or 59 gigabytes and says it's busy writing to the disk, then stops. After that, it prompts for an update, as shown in the image you shared.

It isn't functioning as expected because it wouldn't halt the download or move it back into the queue. The process will start downloading briefly, then pause to write to disk, after which it stops entirely. Even when you manually trigger a download again, it just restarts writing to disk without progressing.

I was saving files on the disk for 15 minutes. You might want to restart your computer to check the outcome.

I saw it in a Steam payday update, but it moved super slowly compared to the update size. Check the task manager to see if the hard drive is handling anything. If not, it might be related to Steam.
