Problem with GPU and PSU boot issues?
I constructed a new PC and experienced varying issues. Sometimes it boots fine, other times it freezes at the GIGABYTE loading screen. During startup, I have no problems. Booting without the RTX 4070 is perfect, but with it, my PC only boots 2 out of 10 times. It often gets stuck on the GIGABYTE logo with the spinning circle. After stress testing the GPU and CPU for 20 minutes, I managed to boot without issues. The PC remains cool under load. I suspected the GPU was the cause, so I used an RTX 3070 from my previous setup. That worked flawlessly. Now I believe the problem lies with the RTX 4070. I tested it in another machine, and it functioned perfectly there. I attempted to reset the PC by formatting it, checking drivers, updating BIOS, using different power cables, switching PCIe slots, disabling iGPU, and changing the PCIe port. Clearing CMOS didn’t help either.
Sorry, I should have added this in my post. After installing the latest BIOS version, I cleared the CMOS. I confirmed it was flashed to version F23. I formatted the PC twice: first with the Mediacreationtool for WIN 10 on a USB stick, and second with RUFUS for WIN 11 on the same USB stick.
Reverify your BIOS version. The latest model I see is F24A. Are there any differences in wattage between the two units? Also verify the chipset drivers and other components. It seems many updates were released recently that require a refresh. You might also consider swapping the power supplies—since you have one working perfectly with the 4090, moving it to another build could resolve some issues.
It seems like you're addressing power problems. It's unlikely you're reaching the PSU limits during startup, but there might be an issue. Make sure your motherboard is getting enough extra CPU power. If that doesn't work, try using a different PSU.
I'm also unsure about what DDU is, and I haven't used it to uninstall anything before.
I wasn't certain, but I thought the 3070 could work. If that's the case, I'd definitely try a different PSU just to be sure. It seems like you're either dealing with PSU or Mobo parts now, because you can use the 3070 and 4070 on another setup.
