Yesterday I observed my upload speed was very slow and inconsistent. Google Speedtest reports between 0.08mbps and occasionally reaching normal speeds (around 30mbps), while downloads are fine. OOKLA shows typical upload and download, but streaming to Twitch isn’t working because of the upload limitation. I’m using a Netgear R7000 router and a CM1000 modem. Here’s the log from the modem if anyone can clarify what it means.

Restart every network device beginning with the modem, followed by the router. Verify speeds directly at the modem.

Verified using a modem linked directly to my PC. Outcomes remain consistent.
