When saving as, Mircosoft Print to PDF, saving image as, or opening File Explorer, the application takes roughly 15 seconds before responding, sometimes up to a minute. I've already attempted rebuilding indexes and clearing the history. Please let me know if you need any further guidance.

Have you checked SFC and DISM scans? Also, does this issue appear during a fresh reboot or after extended operation?

DISM then? And what's the age of the installation? It seems like a messed-up Windows setup, so the best fix might be to reinstall Windows, though that could be tricky.

I performed a DISM and everything worked out fine. The Windows installation was done roughly two years back, and it’s currently up to date. I attempted clean installations, keeping my files and programs intact.

This occurs whenever you access the file explorer, not just during Save As. It might also relate to network shares or VPN usage. Those are some possible triggers.

It often occurs when I launch File Explorer. My NAS is connected and I'm using PIA as my VPN.

It seems the VPN interferes with Explorer's search for the NAS, causing delays or crashes until it confirms connectivity. There could be ways to work around this, but I didn’t explore them until I separated work and play computers so the NAS connection no longer uses a VPN. The suggested fix looks promising, though I haven’t tried it yet.
