it hasn't been my experience, but i think bethesta made that decision. it might appear similar in skyrim when there are no settlements, though sometimes it happens unexpectedly. i don’t know if it’s a bug, and i haven’t purchased it yet. many others seem to face the same issue, but nobody has found a solution.

I logged 180 hours, finished the main story, and tackled many side missions. I managed to keep going without stopping.
