I don't have personal knowledge, but typically the jack under a desk is used for plumbing or electrical purposes.

I would try it; if it functions then the cable in the wall or at the connection points to the jacks is faulty. You may need to remove the jack and reattach the cable. Edited August 13, 2019 by Mnky313 typo

Open the Start Menu, navigate to Settings, then Network/Internet, select Network Reset, click Reset Now, and follow the reboot prompt.
