Problem with delay when starting a PC.
I'm experiencing a delay in input response on my PC. It's a dual-use system designed for both work and gaming, and the keyboard and mouse feel sluggish. Over the past six months, this has been consistent. The problem mainly shows up in games—like missing precise movements or slight overshoots when aiming. On my MacBook Pro, it doesn't appear the same when using the same monitor, keyboard, and mouse (though I'm not a gamer). I tested on my daughter's PC with Valorant, and it didn't show any lag. My build includes: AMD Ryzen 5800X with Noctua D15, Gigabyte B550 VISION D-P (F15 BIOS), two F4-3200C14D-16GFX, ASUS ROG Strix 4080 OC, AORUS Gen4 7000s SSD, Keychron Q3 Pro w/knob (wired), Logitech G70, AORUS FI27Q-P + DP, ASUS ROG Loki 1000W PSU, Windows 11 Pro with secure boot + BitLocker, latest AMD and nVIDIA drivers, plus a Logitech G-Hub. I've tried cleaning everything with isopropyl, changing cables and ports, using different mice, resetting BIOS settings, and even flashing it. Still nothing. What I haven't done: swapping CPU, GPU, SSD, or power supply; trying Windows 11 Home or 10; or changing BIOS versions. I'm open to suggestions—anyone know if the USB controller might be the culprit? Thanks!
It's interesting how much effort you put in before switching to Windows 10, I'd give it a try next.

BIOS versions 16b and 16d are in beta testing, but I attempted to install 16d without any modifications. I also tried flashing the V1 VBIOS, even though it was already installed, just in case. Thanks a lot!
