I activated docp and my memory PC started in safe mode at 2133 MHz. A memory tester using xmp indicated it was running at 3600 MHz. There seems to be a discrepancy—can you check if the tester is compatible with your ASUS X570 F gaming setup?

DCP refers simply to XMP by Asus. A simple solution could be to interchange the RAM modules into the opposite slots they occupy. 2 to 4 and so on.

I'm unsure about the specific hardware you're using, but I faced a similar problem with my ASUS B450-I mITX board, 3600 CL16 RAM, and a Ryzen 5 3600. To make DOCP function, I had to raise the DRAM voltage to 1.4, set the FLCK to 1,800 manually, and boost the SoC voltage to 1.05. Keep in mind, I haven't stress tested my memory since I don't have a USB key at the moment.
