energy saving does assist, but it seems to keep my performance low even under stress—it drops to 2ghz, which is too low. I’m using hwinfo for this.

Explore the advanced settings of the Ryzen power mode and verify this value. If reducing it doesn’t lower the clock speed, it might indicate boosting is configured in BIOS or there are issues with your drivers or high CPU background activity.

That's up to you. My clocks are running at 80-100% all the time. If temperatures are fine and you're not trying to save a minimal amount of energy, I see no reason trying to lower the clocks. I'm no professional, someone else would have to confirm this. Also, your CPU will always be a little "stressed" whilst surfing or running ANY background apps.

It really varies. Consider enabling Energy Saving mode, then shut down all apps and browsers, and check the processor speed in HWInfo.
