I own a Ryzen 5 1600. Each time I power on my system, loading felt extremely sluggish, reminiscent of an old computer from the 90s. On the HW monitor, the CPU clock displayed 600Mhz. I attempted to adjust the BIOS settings, optimized the processor through OC, and even reset all BIOS configurations, yet performance remained unchanged. When I set the CPU to its default speed and voltage, it still booted at 600MHz. I also tried enabling and disabling XMP without success. I reset all BIOS parameters to their defaults, but the issue persisted.

I'm using Ryzen Master to restart at a standard clock speed, which forces the system to reboot every time. The PC consistently runs at 600MHz, regardless of settings. I usually have to restart twice to get it to the default speed. On the first boot, after applying the settings in Ryzen Master, it reboots smoothly with a stable clock. However, once I power off and turn it back on, it reverts to the same 600MHz. Thermal readings are normal, sensors indicate typical temperatures, and my power plan remains set to High Performance.

I've tried various approaches: different clock speeds and voltages in BIOS (changes had no impact), toggling XMP, switching power plans, reinstalling Windows 10 on a fresh SSD, and even removing the PSU cable. Despite these efforts, the problem continues. I've also installed a third-party app for Intel CPUs, but it only works with Intel hardware.

My current configuration includes: CPU - Ryzen 5 1600, GPU - Gigabyte RX570, PSU - Corsair CX 550 MOBO, RAM - 8x2 Gskill 3000Mhz.

I've encountered the same issue... with the Ryzen 5 2600. It keeps stuck at 0.54GHZ, and it happened again after updating the BIOS. I was fine then, but now the turbo boost is off and it's still not working properly. I checked in BIOS, but it was set to AUTO.

Sorry for the delayed response... I'm uncertain about the solution to my issue, but one of these steps resolved my CPU problem. Updated PSU reset BIOS, chipset drivers, BIOS reset CMOS, and I stopped using my PC for 8-9 days because I was frustrated and exhausted. During that time, I contacted AMD customer support, who advised me to claim the CPU issue. Just to confirm, if the problem persists, I restarted my PC and it worked fine. I hope these steps help you too.
