Your Ryzen 5 3600 appears to be handling temperatures well, staying around 104-105°C during Cinebench. After applying an OC, the readings remained stable, which is good news. Downclocking didn’t seem to cause any issues.
Thermal throttling indicates it won’t hit those high temps, just slows down to maintain a stable temperature. 105°C is still too low. My concern is the cooler setup—was it installed correctly? Also, regarding OC, what temperatures are you aiming for? You might be applying too much voltage.
And occasionally oc's can cause the throttling to fail (varies by board) and lead to scenarios where it's not permitted to lower the speed because oc is blocking it.
I hope you're not pushing the CPU beyond its limits on the cheap stock cooler it comes with. I wouldn't bother trying to overclock a 3600 CPU.
