Problem with cooling system

I recently assembled a new PC and everything functioned properly except for occasional slow startup. Around 75% of the time when I power it on, I experience temperatures reaching 96°C. My AIO shows 0RPM, yet fans are clearly spinning. I looked into typical problems and tried updating the BIOS, following the most common advice. After that, no improvements were noticed. I’ve attached photos of the PC and screenshots of the fan speeds for your reference. Any guidance would be greatly appreciated!

Is the pump operating? The fans may run, but they'll appear differently from the pump. It seems it should be active, though overheating at 96°C might cause it to slow or shut down. You're connecting it to the CPU_FAN header, are you sure?

You can check if the pump is active by observing its power supply or listening for any noise from the motor. If it’s receiving power and running, you should see corresponding signals or sounds.

The pump casing needs to vibrate, or you should be able to hear the motor running when you place your ear close by.
