You likely need drivers first. Windows doesn't require an internet connection initially. Start by setting up a local account and then connect later. Consider downloading the drivers for your motherboard and transferring them via USB for installation. After rebooting, it should function properly. Verify that the devices are enabled in BIOS—most are, but it's worth checking. They should appear under system peripherals in the advanced settings (varies by board).

Minor mistake in the command, but it seems to function. You might try downloading drivers on another device and installing them via USB. It could resolve the problem. Your motherboard might also require a BIOS update.
