It seems to be a USB adapter or a component from the motherboard. You checked if a Windows update resolved the issue.

Consider testing on another device if possible, as it might be affected. If Bluetooth is already active, turn it off in the control panel, then connect the adapter and check functionality before re-enabling Bluetooth.
