When i turn my PC on, I see a black screen with a spinning cursor. I have turned my computer off and on more than twenty times already. I attempted to uninstall the latest updates and feature updates through advanced options, but it didn’t help. I tried system restore, but that also failed. I enabled safe mode, but I encountered a blue screen stating an issue. I managed to access BIOS, though I’m not sure what to do next. I downloaded the newest Nvidia graphics card driver the night before and it worked fine, but now I can’t get in when I open my computer.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
From what you've explained, it's possible that either your OS is corrupt or your storage with the OS on it is faulty/failing. Have you tried getting into recovery environment with a bootable USB installer?

Checking the system details is complete. For installation, you can use a USB drive with Windows 11 and follow the BIOS steps to load the OS.

I used a bootable USB with Windows 11, but it only increases a little and then restarts. The screen shows a blue error message: "Automatic Repair" and says your PC didn't start properly. You have the chance to restart or open advanced settings.

It seems like there might be a RAM problem or the hard drive failed. Did the second repair fail or did it restart again?

It continues restarting to the blue screen with the error message bad_system_config_info. No matter what action I take—resetting or entering safe mode—it always returns to that screen.
