There is a PS2 port on that back panel. It might be a final option if USB isn't working.

I believe I should address the turning on and output problems first. It only activates and shows sometimes. It always does once after I re-seat my RAM and randomly after I press the reset button on the case while plugging in Monitor and Keyboard, but I haven’t been able to reproduce this yet. Edit: Now it happens when the PC is running for over 5 minutes and I have to press the reset button on the case, but there’s still no keyboard. I also tried resetting the BIOS, but no keyboard input remains so I can enter the BIOS. Also switched the keyboard now.

. If I'm understanding your problem, your keyboard works fine once you're booted into Windows, but you can't enter your BIOS during bootup. Here is one method to automatically boot into the BIOS screen. I hope that this helps.
Choose “
Command Prompt
” and run it “
As Administrator
.”
Type this command:
shutdown /r /fw
On the dialogue box that appears, choose “
OK
“.

I can't start Windows since I haven't chosen a boot drive in the BIOS yet. Right now it shows the Asus logo with the prompt "Del or F2: Enter BIOS settings," but input isn't recognized. However, my keyboard lights up and pressing F1 to end the post works properly.

It looks like the next move would be to get or purchase a keyboard, preferably a ps/2, and test it out. I've experienced computers with BIOS that didn't support USB keyboards for a very long time—over 20 years ago. It's unlikely such a recent motherboard would behave this way.

I'm trying that next, but I'm confused because the PC only occasionally gives an output and I don't know why or when. Could it be related to the drivers not being installed?

It seems odd. It might be related to an iGPU configuration. You'll need to access the BIOS and adjust the settings as needed.
