My issue is that I can't access the BIOS when it asks me to do so. When it was posted, it asked me to press F1 but received input even though now it says "DEL or F2: Open BIOS" without any action. I've already updated my BIOS and replaced my RAM and GPU, but the problem continues. Additionally, I'm not getting any signals from my keyboard or monitor—it only works sporadically.

Motherboard: ASUS X670-P Wifi
CPU: AMD Ryzen 7 7800x3d
Memory: Corsair Vengeance 2x32 gb DDR5 5600MHz
Storage: Samsung 990 Evo
GPU: Geforce RTX 2070 Super
Thanks for your assistance and apologies for the poor English.

Here are a few suggestions you might consider...
Before launching your computer, disconnect the keyboard, power on the PC, and wait until the desktop appears. You should notice a warning pop-up indicating no keyboard detected. Reconnect the keyboard and attempt to proceed again.
Press Ctrl + Alt + Del to open the blue screen of death. In the lower-right corner, click the circle button to initiate a restart. During the restart, keep the Shift key pressed to access various menu options.
Check the Device Manager for any yellow triangles next to components.

Does the keyboard connect straight to the motherboard port? If it's linked to a device such as the monitor and the monitor USB isn't configured correctly, it may not be recognized.

It is connected to the motherboard. I've also attempted to use internal integrated graphics from the CPU, but the same error persists.

It appears you're referring to adjusting power settings or resetting the BIOS on a motherboard.
