You're likely referring to the H470 chipset instead of B470. To run Sli, you'll need a certified board with an X8 link or higher for each CPU. Since not all chipsets can separate the X16 from the GPU on that generation, you'll also need a Z490 board to support Sli with that CPU.
According to the post, this setup won't function on your motherboard. Unless you really need SLI, it's best to avoid it. It's largely obsolete, and even in games it doesn't provide a good experience. It's smarter to sell both 1070s and opt for one 1080 or 2070 instead.
The board doesn't allow sli. It was officially removed a few years back, so you don't need to worry about it anymore. There are no new games compatible with it, and only a few older titles still work well enough to be worth the trouble—thanks to the lack of support making things worse.
