Approximately a year ago I assembled a new PC. Around 80% of the time when I power it on or restart, it fails to boot. Everything powers up but the power and lights remain active. Eventually, I have to force shut it down, reconnect the power supply, plug in any cords, and sometimes it works again about 60% of the time.

Try another power supply with the machine. If that fails, consider the motherboard next.
