I own this computer that experienced a problem with the motherboard a month ago, where it wouldn't boot. I replaced the motherboard with a newer version from gigabyte GA z97x gaming gt to GA z97x gaming 7. After installing the CPU and the cooling fan along with all other components, when I tried to boot, it still wouldn't work. There was an option to delete the BIOS or use F12 to select boot devices, but no matter how I pressed the keys, it didn't enter BIOS or show any boot devices. It would just display a blank screen with a cursor in the upper left corner and my mouse would move if connected. I'm not sure what to do next.

Did you check the motherboard's socket for any bent or damaged pins? I'm assuming the board was purchased used, which is why I'm asking.
BIOS boot configurations need to be aligned on both the old and new motherboards. It's likely Windows was installed in UEFI on the previous board, while the current system is configured to boot into legacy mode. Modify the BIOS to match the old setup. Important adjustments: BOOT mode - either UEFI or legacy/CSM, SATA controller mode - AHCI (preferred), IDE/RAID. Disable Fast Boot and Secure Boot. Reinstalling is advised if changes don't resolve the issue.
