The BIOS was updated to version 12.07 on 2022/11/21, but each attempt resulted in an unbootable system. I re-flashed it to the same version, and Windows 10 booted normally.

Is the screen entirely black?
Start with iGPU (unplug the dedicated graphics card).
Disable secure boot.
If you see a black screen with a pulsing underscore, this indicates an issue with the boot configuration (system attempting to boot in legacy mode, as Windows is set up in UEFI).
Adjust the boot settings.

Secure boot restricts Windows to booting only from the setup it was originally installed on.
Your updated BIOS might have altered that rule.
I think turning off secure boot could resolve the issue.

Unless I misunderstood your message, your PC is equipped with a 14700 and starts up properly using BIOS 12.07.
What could be the issue?

You're questioning whether updating the bios is necessary because the 14700 was released after the 12.07 bios.
