I put a new CPU and GPU together to see if that was the problem, but I think it's actually my old one. I'm pretty sure of that just wanted to make sure. I turned down the overclock for both now and the issue is gone. Thanks so much in advance.

I'm running an R5 1600 processor at 4 gigahertz speed on a Gigabyte motherboard with 16 gigabytes of RAM from Corsair Vengeance. It's not using dual channel yet, so you might see some slowdowns. I have an RX 570 graphics card and the power supply is an 80+ 500-watt Thermaltake unit. The voltage stays at 1.475 volts for everything, including my core clock at 1200 MHz and memory clock at 1900 MHz. I also have a Hyper T2 cooler and four case fans installed.
