You asked about the Intel AC 9260. Which M.2 to PCIe 1x adapter are you using? Did you attempt to install the drivers?

AC 9260 is available at the provided link. I've successfully set it up on another computer as well, and it functions properly. Windows also provides the necessary drivers. However, during installation, the drivers didn't appear in the device manager, unlike on my Z97 model.

the usb is connected to the bluetooth module. as i mentioned earlier it functions properly. i don’t really need a handheld setup—I assembled both systems myself and don’t require the whole “try restating” process. if you’re not sure about the issue, just unplug it and plug it back in; that should resolve things. any extra details about network cards, bios, bios, or pcie components would be really useful. maybe reaching out to intel would help.

Change the PCI-e connection point. It might be turned off for a specific reason, like resource allocation.
