I experimented with various VPN locations. Connecting to servers in the USA, Denmark, Netherlands, France, Belgium, Germany, or Poland gives stable speeds. Other countries cause immediate slowdowns.

Have you explored any command-line tools? (Be aware that some disable internet access and require another command to restore it.)

Are you referring to flushdns or ipcnofig/renew? I didn't see any effect from those. It seems the problem isn't limited to Steam, affecting up to 45% of packages even after a week. Could it be related to routing outside your network, perhaps an issue with the ISP's IXP?

We had a lengthy discussion with them. They’re limiting some services because their network is heavily used. I’d have changed my ISP long ago, especially if Germany had more than one provider that doesn’t understand what they’re doing.

This indicates many users are relying on the same service in your region, which is pretty interesting. It seems the ISP is restricting access, so you're likely being prompted to use a VPN. Also, steer clear of anti-cheat games while connected to a VPN—they tend to dislike it.
