The sensor connected to your CPU isn’t functioning properly. Your tests indicate you need to turn off BD PROCHOT for the CPU to operate at its intended speed. There should be a component monitoring the CPU and sending throttling instructions through the BD PROCHOT pathway. Once it receives this signal, the CPU begins to slow down due to heat. Typically, throttling occurs only when temperatures rise excessively, but here another part of your system is prompting the CPU to reduce performance to manage power and temperature. If you had direct contact with the Asus engineer who built your board, they’d be able to clarify the issue. Contacting their support line won’t help much—they’re not aware of these technical details. It’s easier to attribute the problem to a Windows glitch; they’ll suggest reinstalling Windows rather than using third-party tools like ThrottleStop. The recent replacement on your motherboard hasn’t resolved the issue. You might need to send your laptop back for service, and replacing the whole board could help. It’s also possible your power adapter is sending the wrong signal. A fresh motherboard won’t fix this. I usually recommend using ThrottleStop instead. If you’re still under warranty, returning to the service center again may be an option. Another thing to consider is the C0% value reported by ThrottleStop during testing—it suggests a lot of background processes are active. When your system is idle and only ThrottleStop is running, what percentage is displayed? Does the Windows Task Manager reveal anything odd in the background? Ideally, when idle, each core should be dedicating more than 98% of its time to deep sleep states like C7.

Your computer is broken. I cannot predict the future but I know that if you do nothing, this problem is not going to go away. Whether you decide to use ThrottleStop or not, your computer is not going to become more broken. At 798 MHz, it is already running as slow as it can go. Do a Google search for BD PROCHOT and you are going to find a few different computer models with similar issues. Some dumb sensor that was designed to last for 10 or 20 or 50 years; is crapping out after only a year or two. It is both a common problem but it is also an obscure problem. Many people know something is wrong but they have a very difficult time finding out what. Intel does not publicly document the BD PROCHOT bit in their Core i processors so besides ThrottleStop, there is no other software to detect this problem let alone fix it. Intel XTU does not let you adjust BD PROCHOT. The reason I know more than most about this issue is because I am the guy that wrote ThrottleStop. You should consider upgrading to the latest version so you also have full voltage control of your CPU. Enjoy using your laptop at full speed.
