So I was adjusting my CPU using the AMD Ryzen software and found some good configurations. I saved those settings and used them whenever I needed extra performance. Recently, I bought a new dedicated GPU (previously I had integrated graphics) and applied the overclock settings. Now my PC won’t boot up. When I power it on, the lights and fans start but after a short time only the motherboard light stays on. I tried resetting the CMOS, but it didn’t work. I’m trying to figure out what went wrong so I can consider buying a new part.

EVGA is the brand of the PSU while the 500W on the side indicates the wattage. What is the precise model for the PSU? You might want to disconnect from the wall after shutting down and remove the CMOS battery for at least 30 minutes before replacing it to test if you can boot. Also, you're underpowered for that build; I'd have chosen a 650W PSU from a reliable brand like Seasonic, as EVGA tends to have inconsistent performance with PSUs these days.
I removed the new graphics card and it started working properly, so I used the AMD Ryzen overclocking program to return the settings to their default. To do this, I had to restart my computer, which I did. However, now it’s repeating the same action without booting up. The PSU model is an EVGA 500W 80+ certified ATX power supply with a 12V/ EPS12V rating.
