I have an All In one Desktop with an Intel® Core™ i7-4790S CPU running at 3.20GHz, 3.20 GHz RAM, and 8 GB of memory (7.92 GB free). No unnecessary software installed. Only Valorant, CSGO, Among Us, and Roblox Discord are installed. The PC is extremely slow—my 12-year-old laptop would run faster than this. How can I fix this?

First step do a clean Windows installation on it, I would do it on a new drive, an SSD if you don't have one in the system. Install drivers from the vendor support site. All in one systems are pretty bad, they combine the worst parts of both laptops and desktops (no easy way to upgrade things like a laptop but it's not very portable like a desktop), could be overheating issues on it also.

If that doesn’t resolve the issue, open the task manager (right-click the taskbar, select task manager; if not visible, click advanced), look for resource-heavy applications and disable any unnecessary ones. If problems persist and the system felt faster before, consider reinstalling the operating system. You can follow a YouTube tutorial to guide you through the process if needed.
