Steam Deck typically comes with CUPS installed by default, similar to most Linux distributions. When switching to desktop mode, it opens the KDE Plasma desktop. The printer settings page you linked is available in the system settings for managing printers.

You'd have to run the command line. Execute `sudo pacman -S cups`. Then activate the service using `sudo systemctl enable --now cups.socket`
