I own an i7 6700k (standard settings at 4.0GHz and 1.20V), equipped with a liquid cooler. It operates at 4.5GHz with 1.27V, which isn’t pushing it excessively. Still, when I perform stress tests using CPU-Z or XTU, my core speeds remain near 4.5GHz throughout the test and temperatures stay around 75°C. Conversely, during torture tests in Prime95, my core speeds rarely exceed 3.9GHz and temperatures never surpass 65°C. Why does Prime95 consistently underperform compared to other stress tests? In every scenario tested—including Prime95—I see full CPU utilization at 100%. Any insights would be appreciated!

Follow these steps carefully.
Begin by opening Task Manager.
Next, right-click on Prime95.exe.
Then select Go To Details.
After that, right-click on the process.
Proceed to Set Priority and choose High.
That should resolve your issue.

Hmm, it didn't seem to work before. Thanks for the tip! It's strange. When I run a stress test in other programs (CPU-Z, XTU, AIDA64, etc...), they all reach maximum CPU speeds. For some reason, Prime95 doesn't. :/
