Ubisoft clearly does not include GMG on their approved reseller list. The distinction between a "Steam authorized reseller" and an authorized seller of their titles isn't always clear, but GMG appears to fall into the first category.

I've purchased several titles from GMG such as GTAV, ROTTR, and more I don't recall at first glance, and they all functioned properly. Yes, VIP status simply means having an account and logging in so you can access exclusive offers.
