When I try to run as admin, nothing works and I can't perform an SFC scan because I don’t have admin access. Installing necessary software is also impossible without those rights. Essentially, I’m stuck trying to fix admin privileges, which are required for everything else. My account is set up as the admin user on the PC. Please help me.

When you can't use your device anymore except to view files, it's wise to format the drive and start over. Likely you've encountered malware or a virus that's blocking access, and the System File Corruption Utilities won't resolve it.
