Playing CS:GO, I’ve recently experienced significant FPS drops below expected levels considering my hardware specifications. While the numerical value is a factor, the primary concern is the resulting impact on gameplay.

When the FPS dips to approximately 200 or below (ranging as low as 160), mouse control becomes imprecise with a noticeable "floaty" sensation and a perceived loss of 144Hz responsiveness, accompanied by visible choppiness. Despite maintaining an average FPS above 160, this is the most accurate description of the issue.

I have attempted to resolve this through the following measures: PC reformats, NVIDIA driver reverts, comprehensive in-game and NVIDIA video settings adjustments, disabling Xbox features, configuring Windows performance mode, and adjusting NVIDIA settings.

It sounds like stuttering.

Have you been monitoring temperatures while this is happening?

The 7700K are somewhat notorious for running a little warm. What kind of cooler are you using? If it is an AIO, make sure it is still pumping properly.

I doubt the GPU would be overheating running CS:GO even at 200FPS. But always good to keep an eye on.

Also monitor the 12V+ during a heavy load. If it is dipping below 12 by more than .1 or .2 volts your powersupply might be running too warm, or is in need of replacement.

Load temperatures and voltages are more valuable than CPU information. A maximum voltage of 1.32 volts is slightly elevated, but within acceptable parameters for some motherboards. Monitoring the 12V voltage under load would be beneficial. The 3-minute GPU test is adequate and impressive, though insufficient to draw definitive conclusions due to its lack of a multiplayer element and inability to accurately reflect CPU load. Disk I/O saturation is a potential cause of stuttering, but unlikely in the case of CS:GO due to map size. Logging FPS data using MSI Afterburner and HWMonitor would allow observation of hardware performance during stuttering events.

Download MSI Afterburner. Set it to “log to file” and play a game.

The CPU is experiencing significant load, which is anticipated at elevated frame rates. Thermal throttling does not appear to be occurring; power consumption remains relatively low given the applied voltage. Regarding the provided log data, did you observe this issue within those specified sections?

Attempting the “game boost” option in the BIOS resulted in a clock speed of 4.8 GHz, however this negatively impacted frame rates.
