You can pre-load the game as soon as it becomes available for release on Steam.
If they refuse to load it beforehand, they're just being foolish.
They might not crack it if they release it the night before with strong DRM. Battlefield Hardline was already preloaded on March 13th, yet it remains uncracked. They could simply load the larger files such as textures and videos.
On the Steam Store page for GTA V, they note that you can preload the game.
Generally, after a game is released, I haven't noticed a DRM that functions properly. Many seem to believe they didn't provide enough preloaded content to make the game playable.
