My 760 is fortunate to reach that FPS, but it appears when I require it. It's still significantly improved over 60Hz.
However, in theory V-Sync should limit it to 30 when you're under 60, which means the video should work. The best outcome depends on the games you play.
I can capture Dxtory at 30fps while maintaining 60fps playback, which should work fine... probably a laugh!
The placebo effect leads people to believe they're receiving a better experience. Linus did this previously, and viewers were commenting on the video, noting the 60fps difference. If you're okay with longer rendering and uploading, do it at 60fps even if it's originally 30fps.
