My GPU's power limit increased from 0 to 1. I understand this indicates throttling, but I'm unsure how to prevent it from reaching 1. I recently optimized my 1060.

Increase the power limit from 100% to 110%. If it indicates 0%, that implies no change... At that stage, adjust it to +10%.
