I observed this problem while experiencing a big variation in FPS between the same game (Witcher3) and settings. Sometimes it hits 140+ FPS, other times only 60+. I began testing and discovered that restarting and launching the game from the same scene could either boost it to 140 or drop it to 60 FPS. After checking with HWInfo, I gathered some important data: when running at 60 FPS, GPU usage was around 75% of TDP with reliability voltage set to yes and performance limit reached; at 140 FPS, usage hit about 90% with no performance limit and full power on the GPU. Any clues on what could be causing this? Your specs: CPU Intel i7 10700, Z490 motherboard, GSKILL Sniper RAM (8GB x2), PSU CM v750 gold v2, M.2 SSD, Intel SSD7 2TB, GPU GIGABYTE GeForce RTX 3080 Gaming OC 10G.

We need more strength! (Thunder bursts) A 3080 might have trouble with 750W. It won’t be a problem, just a bit of power restriction. 850 should work just fine.

It hasn't occurred before, but it seems my PSU might have failed, which could explain this situation. Alright, I'll use a higher wattage PSU next time. Thanks.
