I have a power supply (Coolermaster CMX500) that functions well with a Gigabyte motherboard (Z490 Vision G), but when connecting my SSD (Samsung 870 QVO), the fan briefly activates and then stops, preventing it from booting properly. I believe this isn't related to the power supply's capacity.
