When I power off the PC, RGB lights and fans remain active. ERP was turned on but didn’t make a difference.

We routinely power down at the outlet every so often. This has been a habit for many years. Clearly, you're just turning off the display, not much else.

Check if Windows power options and Gigabyte's RGB tool clash. Turn off all sleep features and FastBoot in Windows.
