I replaced the thermal paste on the CPU, removed and cleaned the CPU, tightened the cooler standoffs, and reinstalled the cooler. After plugging it back in and turning it on, nothing happened—no fans spinning. I’ve verified all power connections, but the issue persists. This happened after I remounted the cooler a few days ago, after previously experiencing heat problems. Anyone have any ideas?

No. The issue is that when I press the power button, nothing happens. No power to anything.

Do you have a light on your PSU that turns on when your PSU is transferring Power?
