I just assembled a PC using a Threadripper 1900X on an X399 motherboard for gaming. The power cycling didn’t help, and the RAM swap didn’t make a difference. Got any suggestions?

Ensure the CPU is correctly repositioned on the Threadripper. Verify the 8-Pin EPS power connection is secure. Look for any warning lights. Inspect all cables and connectors for damage. Confirm the GPU is firmly attached and powered on.
