The RTX 3070 FTW3 stopped working during a power outage, even though it was protected by a surge suppressor and all other parts functioned normally. The issue likely stemmed from the loss of power supply.

This could be an option. The GPU might have been damaged due to higher sensitivity or heavy usage during the power failure. If this applies to you, disconnect all connections to the GPU and reinsert it into the PCIe slot. Alternatively, switch to a different PCIe slot if possible. It could be that the specific slot is faulty.

I assessed the setup by checking that all components functioned properly, including the PSU. The onboard GPU was operational and the system booted without issues. Fans were spinning as expected. I tested with a different PCIe cable to ensure stability. Avoiding panic after a few minutes helped confirm everything was working.
