Hi,
I recently built my PC using new parts, and about half the time when I start it, it behaves unusually—slower than expected and underperforming at lower power settings. It doesn’t seem to impact the CPU, though I’m not sure. The main sign is that the GPU runs at full capacity while consuming 50-75% of power and delivering only 50-75% of the frame rate. For example, in Elden Ring it’s limited to 60 FPS, but my 4070 draws 90-120W, which is close to what a 2k 60fps setup would need (though at 1080p it drops). The GPU load stays at 100% instead of the realistic 60-80%, and FPS drops to 30-40. Sometimes waiting helps, but after a character dies it recovers briefly before the issue returns. At some launches, the power stays around 90-100W with poor performance on Elden Ring. Even FurMark can reduce GPU usage to just 160W at times.

I’m unsure which component is involved—could be both software or hardware-related. I tried setting high priority, enabling high-performance mode, and reinstalling or deleting the GPU drivers.

Hardware specs: 7500f, 4070 Zotac 2x, 32GB DDR5, PSU Deepcool PK750D (750W), motherboard Gigabyte B650M. My GPU temperatures are elevated during normal operation but don’t show throttling, so it might not be the issue.

Sorry for the confusing description. I have a lot of data but it’s hard to interpret. If you need help identifying the problem or understanding what to do next, please let me know. Your suggestions on components and whether it’s software or hardware are appreciated.

What is the BIOS version for your motherboard?
Are you deleting and reinstalling GPU drivers, or using DDU to remove all GPU drivers (Intel, AMD, Nvidia) and then manually installing the latest ones via an elevated command?
Assuming you're on Windows, please mention your OS version. If not, let me know which operating system you're using.

I'm sorry I can't check the BIOS version atm since I don't have a keyboard on the PC.
The PC is brand new and has only Nvidia which from what I read means that it's fine to choose the restart option.
Do you have any ideas regarding the issue itself?
To put it shortly. Low power consumption and low performance, yet normal frequencies for the GPU, 100% GPU usage. In FurMark for example it shows 160w consumption instead of 200w. There is no throttling, no bottlenecks.

In gpu-z I discovered this information:
Video adapter supports PCIe x 16 4.0
Now using: x1 1.1
After reloading it's using x 16 4.0 but next time it will be x1 1.1 again
Do you have any suggestions on how to fix this?
