I recently acquired an old i7 2600 and am running it with the built-in cooler. I set the energy limit to 70% in Windows settings, which caps the clock speed at about 2.2GHz and keeps temperatures near 80°C under full load. However, in certain games like Valorant and Sw Battlefront 2 from Epic, the CPU throttles to 3.4GHz and reaches 90°C. What can I do about this? It only happens in those specific titles.
I kept the cooler in a board inside an anti-static bag to avoid dirt. Only the fan blades were cleaned; I replaced the thermal paste, though I’m unsure what kind of Chinese product it was. It performed okay with the Athlon II, but that model had a better heatsink and used less power.
What kind of motherboard? Maybe share some images of the BIOS I think the standard one is. The default voltage seems too low for such a slow 3.4GHz, so consider upgrading the CPU via jump pads on the CPU side using conductive ink or aluminum tape. Check page 73 and 74 for key details—the original voltage is 1.25V, which is quite low for this performance. I suggest locking all cores to max allcore turbo (3.5GHz) with throttling stop, and modify the BIOS video to 1.125V or 1.05V. Set a video pad to 0 to jump to a VSS (ground) pad, and set another pad to 1 to jump to a VCC pad.

It offers but not the five-figure option, preventing undervolting via that feature. You can adjust the turbo time and power caps instead. I was looking for an older XTU model that could work, but the only compatible one lacked a voltage setting as well.
