It doesn't seem meant to be, as you mentioned, since individuals can quickly obtain a laptop and recover it, often through theft (something I experienced previously).

Already used this many times. Shift+Restart is a quick fix for troubleshooting and always prompts for a password during restores.

The Windows password system needs stronger protection. Consider using BitLocker, enabling a hidden admin account, and other extra safeguards.
