He recently purchased a PowerColor 6900xt Red Devil Ultimate GPU, but it hasn't functioned properly. After checking various possibilities, it appears there may be an issue that requires a return or replacement. I'm wondering if this is something he can handle himself, though. I've included photos showing the missing parts on his card and a comparison with a working one.

If possible, I’d handle it through the return process. Avoiding extra hassle for yourself is important. If it’s simply returned as defective (not working), that works best. Be sure to leave a note saying it doesn’t function and why. Some companies find too much detail problematic. I haven’t needed an RMA with PowerColor before, but I imagine certain high-end GPUs might reject it if you provide enough evidence.

He nearly spent $1000 on a GPU and is considering getting it repaired. Please return it as soon as possible.
