it won't look great but you could probably get it to run smoothly at 60fps. i own a 4590 from an old Optiplex and paired it with a 4gb 570, which forced me to lower the settings for consistent 60fps at 1080p during the demo. i'm wondering about your target resolution and whether you're using an SSD or HDD, but i'm not very confident or experienced with PCs, so i might be mistaken.

It seems the system uses an SSD, and your input is appreciated. The additional four threads on the XEON might not make much difference since it’s a 4-core 8-thread processor, especially when compared to a stronger CPU like the i5-4590.

I needed to significantly reduce graphics settings to run smoothly on an i7 3770 and GTX 1060. For online play, you'll need to maintain 60fps. Fighting games aren't designed for low frame rates—everything else except the singleplayer World Tour mode will run in slow motion below that. I think a demo is available on Steam if you want to try it before purchasing.
