Working with a 3700x + 2080 super build from several years ago still delivers solid results in tests. I typically play at 1440p, yet COD Modern Warfare II caps around 105 fps regardless of resolution tweaks or 3D settings. The GPU stays near full capacity while the CPU lags, but benchmarks don’t confirm a GPU issue. Raising the resolution lowers the frame rate, pointing to a CPU limitation. This pattern matches what’s seen in MWII and its variants like Warzone and DMZ—they all share this performance quirk.

RAM isn't a problem and thermals aren't either.

Check for possible GPU memory problems. Look up the memory usage details of the title.

Recent COD struggles with Nvidia chips, especially on your 3700X. Upgrading to a more powerful CPU could improve things, if budget allows. The 5700X offers all eight cores in one unit, whereas the 3700X uses two four-core CCDs in a CCX, leading to high latency between them. A 5800X3D would likely provide better performance.

It seems suitable for your setup. The 5600x3d configuration works well with your system, especially since you're not heavily using multi-core tasks. The Thermalright peerless assassin should perform nicely as a replacement for the stock cooler, based on positive reviews.

Yes, they still have it. The cooler is also available. I’m not sure which Microcenter you’ll choose, but if you spot Greg Salazar (the YouTube tech reviewer), he’s running giveaways at some Microcenter locations.
