The summary mainly highlights a problem. I own two Xbox 360 controllers for my PC, but they function perfectly in most games. The only exception is Portal 2, where the controller doesn’t respond at all—moving or reacting isn’t possible. Once inside the game, it still lets me press start and return to the menu. It seems the issue occurs specifically when using the controller in the actual game environment. Anyone have any ideas about this?

Navigate from Portal 2 main menu to Options>Keyboard/Mouse, enable Developer Console, click Done. On your keyboard, press the Console Key (typically "~" or " `" on UK layout, left on top left of key 1). In the Console window, type "exec 360controller" and press Return/Enter. Then go to Options>Controller, ensure the setting is enabled. Try joy_remap_player_for_controller2 1 in the dev console or joy_remap_player_for_controller1 1 as well; unplug the controller, restart Steam, then plug it back in while playing.

I've already tested the exec 360controller command—it doesn't function. The console confirms that issue. It seems the joy_rema command gave me control over player 1 on the gamepad, but the sticks aren't responding.
