Operation appears normal. GPU needs to run above 80%. If it doesn’t reach that level, something’s wrong. Drivers should always be verified first—don’t rely solely on the newest version. The problem lies with drivers being inconsistent; hence frequent updates aren’t recommended. Consider testing with older releases or beta versions if they’re accessible.

Visit Nvidia's download site and look for the Beta and Older drivers section. Adjust the settings to extend support up to six months. Follow the link provided. Also, configure GeForce Experience to avoid automatic installations.

In this scenario, the issue isn't likely the GPU. As I mentioned before, rubberbanding tends to be connected to the network. Other factors like drive, RAM, pagefile, or Windows could also play a role. Generally, it's the network that's involved.

The problem might stem from a damaged CPU pin, as you noticed one pin protruding slightly when you checked the socket.

It’s unlikely you’d notice such specifics without encountering problems in other areas, benchmarks, or stress tests. Checking for pin issues will need visual confirmation. I’m also wondering why you’d assemble a PC with potentially faulty parts—wouldn’t it have been easier to start the RMA process before even putting it together?

It's unclear what this means, but your CPU is already running very high speeds at a high temperature.
