Poor shader performance in Minecraft

Here’s a breakdown of my system:
Processor: Intel core i5 4460
Memory: 12 GB DDR3 1333 MHz
Graphics Card: GTX 1070 (gifted)
The rest consists of a Lenovo H50-50 with an upgraded power supply.
My computer functions correctly except when I load shaders (SEUS) into Minecraft (using Optifine), causing the game to drop to approximately 30 frames per second. This rate remains fixed regardless of settings (low, high...). I utilized MSI Afterburner to monitor CPU and GPU temperatures and usage.
*I have confirmed that my framerate is set to unlimited and that sufficient RAM has been assigned to Java...* My component temperatures do not exceed 50°C; the GPU reaches 30% utilization while the CPU operates at 60% (never surpassing 80%).
I am not running any other applications simultaneously with Minecraft, and I regularly maintain my PC to prevent unnecessary software from running. I attempted a graphics driver reinstall without success. Notably, this issue occurs across all shader packs I’ve tested.

Observing a further anomaly, I found that without shaders active, processor utilization averaged between 30 and 40 percent (with a rendering distance of 64 chunks), whereas shader implementation resulted in approximately doubled consumption, ranging from 80 to 90 percent.
